So long story short, MSRT is pointless, at least as far as enterprises are concerned. If your systems have always had an updated AV running - whether it is Defender or any decent third-party AV - then MSRT provides no value. A few years later, MS released their own AV called Microsoft Security Essentials, which later became SCEP, which became Defender, and Defender went on to become the defacto AV in Windows - not just the defacto but good enough that it's now the recommended AV over other third-party AVs. To deal with this, Microsoft released the MSRT, which was targeted primarily at home users. Remember that back then Microsoft didn't have their own AV, and even many third-party AVs did a poor job of dealing with these, especially if your system was already hosed.
